Yes. It’s not an SBR in that configuration

Even after it’s approved you can use it that way. Heck, you can sell it without any paperwork before or after it’s approved.

…and if you change your mind, you have 3 years from the date you paid the tax to ask for a refund. All you have to do is say you never made/configured it into an NFA firearm.
