Almost every sheriff in the state uses the same company's online CCW service, where it states "be a citizen or a naturalized citizen" as a requirement. The actual statue § 14-415.12. for shall issue says "The applicant is a citizen of the United States or has been lawfully admitted for permanent residence as defined in 8 U.S.C. § 1101(a)(20)". That says "The term “lawfully admitted for permanent residence” means the status of having been lawfully accorded the privilege of residing permanently in the United States as an immigrant in accordance with the immigration laws, such status not having changed." Seems to imply if you have a Green Card (Perminat residence card) you should be good? What am I missing?
 
Naturalized citizen means you have citizenship in this country. I don't think a green card applies to this. I'm sure someone on here will correct me if I'm wrong.

The "be a citizen or a naturalized citizen" is what county websites require (per website) and its listed the same on multiple other counties.

The state general shall issue statue appears to mandate they be issued to permanent resident immigrants.

That was kind of the point of my question, most county websites use permitium for this, and they are apply a standard that appears to differ from state law. Durham is the same: https://durhamso.permitium.com/ccw/start

I called and they thought language on websites might have been old and are OK with issuing the permits to non-citizens.
 
I have an opinion but don’t want start WW3 with forum members over it.

Fair enough. For me, if they come here legally & not on some H2B BS & want to put some skin in the game & partake of the American dream, I welcome them with open arms. Illegals & chain migrators stealing American jobs by means of anti-American crony-capitalism can pound sand.

In this case it's my wife and she is here legally. Most legal immigrants dislike illegal immigrants more than we do. She wants it on her own accord but I'd rather not worry so much about leaving a gun in a car she may drive, etc. Looks like we are good, found a class for her.

A natural right is not dictated by status of a law. Nor is self defense stripped by a status.

The type of tool regulated in self defense is a slippery slope we read and deal with every day.

The idea of haves and have nots is dirty to me.

My interpretation of the law is the same as yours. A green card holder is a lawful permanent resident, so they should quality for a CHP.
