PSA - Wake Co. Range to close to public 1/15/20

To me.. a simunitions range is silly, with the resources available to a county.

Let's make things realistic. Every time the county forecloses on some building due to back taxes, turn it over to the police as a simunitions building for a while. Let them in to shoot up the place.

  • Cost: zero
  • Practical: yes
  • Adaptable for various scenarios: Yes
  • Layout similar to real-world examples in the county: Yes
  • Sends a message to the neighbors about paying taxes....... Maybe :p

Sure, they'll burn one down every now and then with tear gas or flash-bangs, but that's just additional training for the fire department. :rolleyes:

The only problem with this scenario is that the 'county' doesn't generally foreclose on property and assume ownership for very long, they just auction it off on the courthouse steps. After YEARS of delinquencies. And as a general rule, most of those properties are
dilapidated and run down. Too much liability and no county manager in his right mind will take on that type of liability.

I just wrote my Wake Co commissioner. Based on the responses seen here, they have been blind sided and hopefully will respond in kind. I'd really like to get a 22 and or centerfire bench rest league/match going.

The county will determine the “appropriate balance of use between the public and law enforcement,” according to a memo sent to Sheriff Gerald Baker Friday afternoon from Wake County Manager David Ellis.


“We will work with you and your staff on a transition plan to ensure law enforcement has the appropriate use of and continued access to this facility for training purposes,” the memo said.


The Sheriff’s Office abruptly ended its contract with Range Safety Management (RSM) because of the company’s “lack of profitability” and cash handling concerns, according to a Wednesday news release from the Sheriff’s Office. RSM manages the part of the center that is open to the public.


More than 5,000 people signed a petition to keep the center open to the public.

MOVING TOO QUICKLY?
The chairman of the Wake County commissioners says Sheriff Gerald Baker acted too hastily in announcing a plan to close the county’s firearms training center to the public.

“It’s important to note that the county owns the facility, and the Sheriff’s Office operates it,” Commissioner Greg Ford said in a statement late Wednesday. “Based on this joint partnership, it’s reasonable to assume that we would reach an agreement on a decision of this magnitude together before making an announcement. That was not the case (Wednesday).”

There was a 2008 agreement between the county and the Sheriff’s Office stating the sheriff would oversee the management of the firearms center even though the county owns the property. Friday’s memo states the county will now oversee the management of the center.


“The Sheriff’s Office is, essentially, a tenant of the building the county owns and given the tenant has canceled the contract with the vendor, and is not acting in good faith as a partner with the county as intended, we are reviewing all options,” Ford said Wednesday.

The Sheriff’s Office had agreed to honor classes for the public through Jan. 5.

“It is never helpful when you are in a relationship or partnership and one party is making a significant decision and not letting the other member of that relationship know about it in advance or even discussing it with us before making an announcement,” Ford said. “This is not about party or politics, this is about public service.”

CONFLICTING STATEMENTS
The Sheriff’s Office’s news release stated county staff “agreed with the decision, after reviewing what amounted to a lack of financial stability, resulting in the sheriff’s office subsidizing the private company’s sustainability, for the past seven years,” according to a WCSO memo.


Ford said that is not true.

“The sheriff’s statement clearly says there was collaboration between his office and Wake County government staff and that is, unfortunately, not the case,” he said.

No Wake County staff members who “would normally be involved” were contacted or knew closing the center to the public was a possibility, Ford said.



In a phone call Thursday, sheriff’s spokesperson Eric Curry said the statement’s reference to “the decision” that county staff had agreed to was actually about the county’s awareness of the financial concerns.

“In the statement, it was (that) the county staff was aware of the accounting inconsistencies, but in regard to the decision making, (the) decision of canceling the contract was solely the sheriff’s,” Curry said.

When asked if county staff knew the center would be closed to the public before the news release was sent out, Curry said the sheriff made the decision with input from his senior staff and staff members at the training center, but he wasn’t sure whom Baker spoke with.

Ford also called the “findings” about handling money insignificant.

In this afternoon’s memo, Manager Ellis assured Sheriff Baker that County staff will work closely with the Sheriff’s Office to ensure a smooth transition for the County-owned building. Officers will continue to have access to the training facility in the interim for skills development.

Since the Sheriff dismissed the vendor with the contract to operate the center for the public, Wake County staff and the Board of Commissioners will review options for reinstating public access as soon as possible. The Board will review these option at an upcoming meeting early in the new year, once details are available.

The firearms facility and training center was built with taxpayer dollars by Wake County Government for its use by law-abiding gun owners and law enforcement professionals. It is a community asset and Wake County commissioners and staff will work to ensure that the facility is again made available for the community’s use as soon as possible.

Ahhh ... I’ll only say Dims who liked he’d not enforce ICE along with cutting policing while raising the community kumbaya program twist ... after that it might be considered heading down a bad road.

Wow! I love that statement from Greg Ford.

Great job by everyone. I still plan to show at the commission meeting on the 6th but the way that sounds, maybe all I'll have to say is "thanks for listening to our concerns and taking action!"

The only people that should be able to vote should be those that pay more in taxes than what they leach from the system.

He’s a Democrat and black. For at least 40% of the electorate, that’s all that mattered. It didn’t hurt that he has the same last name as Donnie’s predecessor, though no relation, and although the first Baker is dead, some thought they were voting for the first one.

If the facility has been losing money for years it's because the Sheriffs past and present have been mismanaging it. However, I don't see how anybody could have reasonably assumed the facility would operate at a profit.

Guess we’ll have to start shooting more matches there since we can’t smite the current high sheriff. Maybe by helping them turn a profit we can spite him.

My son Nicholas laughed at/with me last night and said I had turned into “Mr. Smith goes to Washington”! It is a 1939 movie so I don’t know how he even knew about that. It did raise a good chuckle though. Here’s the latest letter to the chairman of the week County commissioners sent just a few moments ago. Trying to keep everyone in the loop. Tentative plans to attend their January 6 public meeting. Hope we can pack the place out with supporters. More on that later. Is the email:

Chairman Ford,

My name is Mark Valletta. I live in your district at 582 Wimbleton Drive. I was more than dismayed when I learned that Sheriff Baker had decided to close the Wake County Firearms Education and Training Center. Of even greater concern is the Sherrif’s decision to do so without consulting our elected County Commissioners. This facility was commissioned to serve the citizens of our county and to additionally serve as a facility for law enforcement to hone their firearms skills. While the Sherrif is charged with the management and oversight of that facility he is not in a position to close a facility owned by the county, built for the use of the taxpayers that paid for it. The Sherrif has clearly overstepped his authority and seems to be developing a history for such single handed decisions without consulting the Commisioners who are the elected representatives of the citizens and as such, his bosses if you will. Additionally, his flat out admission of circumventing county contract bid requirements is alarming to say the least. And then for him to scream foul because Sherrif department employees brought his mismanagement to light is nothing but laughable. No matter how it came to light or the motivation behind it, he still ran well afoul of county purchasing policies. To boast of 29 years of service in the Sherrifs department and then to ignore policy’s which he must surely have been aware of is ludicrous!

I have been a member of the Wake County range for eight years. I compete twice monthly in the Precision Bullseye pistol league there and practice there several more times per month. Let me assure you that there is absolutely no other public facility that could come close to offering the education and services this range does. As an educator yourself you know their is never a good reason not to educate. My mom was a deputy commissioner of education here in NC for six years and also held the same position in Minnesota for 26 years! She started as a classroom teacher and her lifelong drumbeat was, “Education is the one single thing that is the solution to every problem in society and the world at large”. But I digress.

Our Sherrif publicly said he consulted with the commissioners regarding this closing. You made it explicitly clear that was not the case. Truthfulness is a trait that we must demand of any law enforcement official, most especially the Sherrif of this county. That alone gives me great pause as to whether or not this Sherrif should remain in his position.

Tuesday night at 11:00 pm I started a petition to keep the range open on Change.org. In less than two days it has 4000 signatures, 13000 views and 1400 shares. These must be the “few” that the sherrif said the range serves. And also he must be referring to the 25,000 folks that have joined this range over its years.

The Sherrif said his reason for closing the range was financial unprofitability. You clearly point out that the public funds received should not be expected to cover the entire cost of the facility as law enforcement should bear a portion of that cost since they have access to it far more hours than the public does. The Sherrif wants to spend $100,000 to “investigate” upgrades to the range that he is trying to hijack from the public. He screams poverty but has 100k to investigate in an expansion. Hmmm? Our County has a state of the art training center on Chapanoke road that I was fortunate to use while taking a nine week FBI Citizens Academy class there. If it’s good enough for the FBI it should serve the sherrif’s department just fine. Why does the sherrif need to duplicate facilities that we already have?That’s real financial management! The Sherrif went on to say that there was questionable handling of the funds by range management. You indicated that other than some small issues in deposit timeliness, no serious mishandling of funds was uncovered during a county audit. I know the men personally who manage that range and they are beyond reproach. I wonder how many times our Sherrif has even stopped in the range to see how it is run?

A testament:
My debit card was accidentally swiped twice for $10 range fees one day. I got a call from Eric, one of the range managers to say the mistake had happened. They discovered the double charge, researched who was charged, discovered it was me, and then spent the next three weeks getting Wake County accounting to reimburse my $10. I never would have even missed the money if not for his call. That doesn’t sound like a poor handling of funds to me. The Sherrif and the commissioners should think very seriously before ending the current contract when their is “clearly” no “cause” for such action.

I’ve droned on far too long. Below is a link to the petition I started. Go to it and read some of the comments that folks gave as their reason for signing. A lot of great folks use that facility and I sincerely hope you will share this email with the other commissioners. No matter how you or they feel about gun control, this is an issue of our Sherrif overstepping his authority and circumventing the very policies the county puts in place to assure that public facilities and funds are handled in a fair and transparent manner! Sherrif Baker seems to think he can do as he pleases with no repercussions for his misdeeds. Currently, 4,000 people take issue with that management style. I think his actions rise to the level of recalling him from his office for “far more” than just the range closing.

Absolutely awesome letter from Mark. Calls out the bumbling mismanagement of the Sheriff's dept and spells out the value of the range and the quality of the services it offers.

I emailed commissioner Ford with a thank-you for the County's rapid response to our concerns, and assured him that I will remember this and he certainly has my vote (I am in district 6) in the 2020 election.

I'll continue to watch what the County does, as I don't want to see them simply write off this issue as handled or give lip service by leaving the range open to the public for 10 hours/week or something. But it is definitely looking positive for the public and I think they deserve a pat on the back for making the right moves so far.

I don't know if there's a way to get that info yet but maybe it'll come out during the 1/6 meeting? My thinking is that by showing appreciation for the decision, even if my own commissioner wasn't personally in favor of it, they'll at least see that the community cares and is appreciative of the board as a whole proceeding in this way.

Will certainly keep him in mind come election time, but heck, I would vote for the devil before I would vote for Baker.
