Is there any reason to spend $$ on a quality RDS (Vortex Venom, HoloSun, etc.) if my purpose is to 'aim' my spotting scope? It's not like the thing is gonna get knocked around or fail under recoil, right?

Why spend $100-150 when a $35 knock off will work? right?

I want to mount it to the pic rail on this scope so I can get on target quickly vs. messing with FOV/magnification adjustments on the scope itself.

No reason not to. You could also put a set of BUIS on top. Heck a used TP roll on top would do the same. Set the spotting scope to low power to get onto target helps the most.

The use case I have in mind requires moving quickly between steel targets as my shooting partner bangs away. Transitioning between 5-6 targets in a timed stage.

I would think it would work fine. Only one way to find out lol.
