I have stored white rice in my dry basement in the sealed bag and in a bucket with a snapped lid. Now that rice is unobtainable in the stores, I looked at the rice today and it looks fine but has a best by date of 2013.

Some places online say 4-5 years past the best by date, others say if stored in a cool dry place, it is good forever.

So what is the general opinion, is it still ok to eat?

I would be ok with it if it is not moldy or smells funny.

If it's an opinion you're looking for, based on your details, I wouldn't worry about eating it. But, I have eaten month old leftover chicken, after drinking all night.

My mom had made her famous chicken baked in cream of mushroom soup. I ate and left for a night of drinking and driving, oh, and looking for something to bed. I got home pretty late and was digging through the fridge. I found a Tupperware container with a single chicken thigh in it. I didn't microwave it because I didn't want to wake my mom and have her find out I had been drinking.

She woke me up the next morning to ask if I was okay. When I told her I was fine, she let me know that chicken was about a month old. It was in the back of the fridge and she forgot about it. There were no leftovers from supper.

You're good.

If it's been dry and not stale ( the outside soft ) .. You're good to go.

I had a 40lb bag of rice in my damp michigan basement and i slowly picked through it, a couple cups a week, over many years.
Open the bag, scoop off the "top layer", squeeze the air out as i roll the bag down and clip it closed.
I honestly would have had a hard time telling the difference between day 1 and year X.
Besides, the Mormons have studied it - if you store rice right, you can expect 30 years with no degradation of taste or nutrition.

In 2007 I opened a 5 gallon bucket of rice I put up in 1999.
It was dry and smelled fine. We ate it with no ill effects. It tasted fine.

How will you know when that tripe goes bad?

Strong indicator...
(cross-cultural / bilingual joke)
mexican tripe is called menudo, and menudo was also the name of a hit boy band in the 80s. one of the members was ricky martin, who failed miserably at looking like a bad boy while also being quite homosexual

[White] Rice stores forever, if cool and dry. It is one of a dozen or so food items that can be stored indefinitely.

Mine is mixed with DE and stored in heavy contractor bags, inside tight poly barrels.

When you use it, you might notice dead bugs in it. That's because it came to you with unhatched larvae. They hatched and died. It's not a problem, but don't show your wife. A young lady I work with grew up in Africa with missionary parents... she said they always sifted their rice to separate out the rocks, sticks and bugs.

Rice stores forever, if cool and dry...

This is true for white rice. Brown rice, on the other hand, contains oils from the germ that will go rancid but can be ground and used to dust the garden for worms, grubs or ants. Also can be added to liquid soap as an exfoliant.
