I did not know thatThis might not sound popular, but the way the laws are, unless you knew that tree was going to be a problem, it’s on his insurance company or him to remove what’s in his yard.
In the case I had, the tree fell across our only method of access to the home (our driveway) before taking out our neighbor’s fence. Insurance covered removal of the tree (an enormous job) and the fence was on the neighbor.I did not know that

I had a crew grinding stumps in my yard this week and the neighbor with the dead pine came out and asked for a quote to remove it. He got the quote, but then said he was renting the house and would pass it to the owner. I have a feeling the owner isn't going to pay to have it removed.
At least the guy giving the quote says that tree is going to fall and cause someone some damage.
Not a lawyer, but suggest that you send him a certified letter stating that so and so company advised that the tree was dead and a hazard and that his renter had requested a quote to have it removed. Making it a known hazard sets you up to sue him or his insurance if it hits your house. It’s not a slam dunk, it just creates some opportunity.I hope this isn't NC specific.

Try to find the Sheriff, Tax Collector, Chief of the Fire Brigade, Chairman of the Non-partisan Anti Chinese League. He sits on the Lot Committee too. A Man of many parts!!I'll use mine for another trip to Tombstone when things get opened back up.
