Looking to kill a mess of water willows.

They are prolific growers. The stump sprouts saplings like crazy and the twigs grow into trees when they break off.

I have heard Remedy & diesel oil work well, but a gallon of remedy is $100!
It's supposed to be painted onto the stump, particularly on the inner bark layer.

Any less pricey options that are safe to use around a pond?

I only want to do this job once.
 
Drill 3/4” to 1” holes around the stump and fill them with 20-20-20 fertilizer. Wet the fertilizer slightly and the place a can upside down over the stumps to keep the rain out. Go back about every week or so and top off and dampen the fertilizer again. The fertilizer will burn the roots thru the stump but not poison the surrounding area.
 
Hire a tree company that has a stump grinder or rent a stump grinder from an equipment rental company. They don't come back from a grinder if the operator knows what he is doing.

I had a similar issue and contacted my local agriculture extension agent. His recommendation was Roundup or Roundup Tough Brush uncut and brushed onto the stump immediately after cutting tree down. He also suggested late summer early fall timeframe.
I got me a quart jar and a paint brush that would fit inside with the lid on and went to cutting trees. That was about 5 years ago. There have been a few saplings pop up here and there but they get the same treatment. I have eradicated my unwanted tree problem with this method and have noticed no ill effects on any surrounding areas.
 
I have 41% roundup on hand.
The plan is to cut and use a toothbrush to apply full strength to the stump.
Paying special attention to the Cambium
Layer.

That's a good way to do it. You could also just use the nitrogen and that will cause the wood to break down. Urine will also do the trick, but you would have to save the urine up and not use it on rainy days.
