They really aren't in the same conversation imho. The Ruger is just and normal 10/22 with a stock and bull barrel. I don't think it's actually any lighter - maybe just a tick lighter.

The real benefit of the Volquartsen or tacsol is the machining of the receiver and bolt. The Ruger vs Volquartsen is similar to Rock island vs nighthawk 1911's. The barrels are also lighter.

Sorry in advance for the hijack but have you heard anything about the Bergara BXR? I have been planning a 10/22 build with a stripped reciver I bought two ish years ago but the BXR is tempting.

Saw then at NRA show. They are def built for long range work. Im waiting to see some reviews drop before I jump I to that one.

The semi auto long range stuff is trickier. I may would look at the Volquartsen summit rifle. Used to be made by pws. Very cool concept.

After looking, I do see that the R lite is the same weight as a basic 10-22.
It just looks the part.
