A higher level of dishonesty than I expected

Having been through a few of these, my advice, which you may not like, is do what you can, but don't let it dominate your life. You need to look forward, not back; concentrate on making the most of where you're headed now. Maybe you'll collect from the other guys, maybe not - but don't lose sleep over it and get on with what's next.
 
Yeah they may be putting their thumb on the scale, or maybe just plain incompetent. Since they likely still have what you want- any payments - could be delayed if you get ugly ( yeah the law blah blah...but they wouldnt be the first to pay as slow as possibile) I wouldn't blow things up yet.

Write and send to the company a polite concise explanation of what additional monies you exactly believe you are due and why ( according to Company HR policy) via registered mail signature required or the like. Perhaps they will make good, perhaps not. This can help prove that you did not accept their "offer" of settlement of monies due and that from your perspective the issue is still open. I believe it would be better to have documentation showing you attempted to collect an amount with justification yet were stiffed if you did go forward to NC DOL etc.

I bet they may have a hammer but they arent swinging it without solid proof and a winnable case.
Can't send a registered letter to China. They moved the office and I don't have that address.
The US has no office address anymore.
There are no official policies for the US company. They only have Chinese policies.
I can send an email asking them how much they pay for the CAE software licenses. I know they don't pay a dime. They are using stolen ip that costs a few hundred thousand a year for licenses.
These are American tech companies that own the software.

Of course.
But I can still revel in a few shots back such that they could be held accountable for certain IP infringement.
Just happy to be out of there. But I don't want anyone else in the US getting sucked into the liars'web. In due time I will tell the guy just hired as a contractor that he needs to be extremely cautious in his dealings with them.

No. This will bring you no long term happiness. If you think the IP infringement is worth reporting, then report it rather than trying to use it as leverage.

Be glad you had the wisdom to avoid any social entanglements, and do warn the next guy.

You will feel bad about being screwed, but you don’t want to become the person who feels good about being vengeful.

Maybe. Given that the China CEO is also now the only person on the US payroll and should be the sole owner of the US division even though she doesn't work a day inside the US. She'd have to admit she doesn't work in the US if she tried fighting any action by NCDoL. And the company id bound by NC law not Chinese law.

Consult a good labor attorney? You have leverage, they most likely will pay you to make you whole vs court and the DOL.

I am so bad that I will record just about any meeting or call that someone can come back and say "I didn't say that!". Let roll that footage....
