All things considered, the Ruger factory tapered barrel ain't a bad barrel. Its the chamber. I would guess all the Ruger 10-22 barrels have the loose chamber.

As an old hot rodder, I love a sleeper. Some 10-22 owners will have the barrel faced off enough to ream the barrel with a "match" reamer. Doesn't take very much. Just enough to move the bullet forward to be held by the tight chamber. This requires one additional step most of the time. You may have to shim the V block to pull the barrel back more.

Also, the carbines with barrel bands usually present a challenge to great accuracy. Easy answer: cut the stock off behind the band. At a point just behind the barrel band on the stock and at a sloping angle the owner desires.
