Can anyone give me advice or a lead in a sub $400 scope that has finger adjustments(no coins needed), at least medium range magnification(up to 7x), and has mil-dots? I’m finding stuff that matches what I am looking for, but the adjustment without coins or tools is the hardest part.

Athlon has a few in that price range. As does Primary Arms. I’d be happy to help with either one should you see something that you like.

I would specifically recommend looking at the Athlon Argos 6-24x50. It’s a FFP scope with a mil Christmas tree style reticle that is also illuminated. I have 4 of them, and have sold a lot more than that and have never had anyone dissatisfied. There are many members here who have bought them from me.

And you can adjust them without using a coin, round, etc?

Got a model or website in mind? I've looked at Opticsplanet.com and they are hit or miss, mostly miss, on saying the adjustment style.
 
Plenty of good Nikons to be had at that price range. Bought a 4-14-40 Buckmaster (SFP) about a decade ago for about 400 new. I've shot it out to 700 yrds on my 308 with ease and it is very repeatable. Screw on caps to prevent knobs from turning in field conditions. Finger "clickable". Only need a coin/flat head if you are resetting zero. Waiting on a PST Viper GenII to replace it but it will be put on something else soon there after. Too reliable at that price to let go.

They are removable... and very easy to set.. no screws. The Cap is one piece metal with .25" screw as one piece going into the turret. I have never had a problem returning to zero on mine.

Can you set the turret to stop turning at zero?
