ATF Eform 1 asking for CLEO information.

I am attempting to register these darn pistol brace handguns and the BATFE wants to know what CLEO. What is that? Why do I need it? I am guessing it is so the local LEO knows where to go for confiscation.

How would I even find that out?

County Sheriff. Just use your search engine (DuckDuckGo, Google, etc.) to search for the sheriff in your county. It will give the name and address. For Rowan County NC, I get this. On the right hand side of that page, it gives the Sheriff's name and Physical address. That is what I used on my CLEO form.
 
Send it to the head of the State Highway Patrol if you want. That’s who I send all mine to, and so does THSF.

You’re required to send them a copy of the Form 1. One of the copies is labeled CLEO Copy.

If you’ll print out a paper copy of the F1, and actually read the instructions, you’ll be amazed what you can learn. 🤓
 
FYI, A bunch of brace forms getting rejected very recently that had listed state highway patrol, the new temporary examiners saying local sheriff is what is required even though the ATF provides an extensive list of approved CLEOs.

Heck. the Eform will not even accept my birth date, social or anything else except name and address.

Last one I did the ATF called me, told me I needed to send the second copy, told him I sent it to the CLEO, he told me to sent it to him.
Weird. I did as he asked and I got my paperwork shortly.
 
i submitted a few in feb. I forgot i had stored extra copies of F1 and some other crap in the fedex packet. when fedex showed up at the door, i was like "oh crap, let me seal up the envelope real fast..."
i still don't know what all I sent them... the joy of stupid regulation!
 
I printed everything out last night because the website would not allow me to fill in required fields. I will process them tonight and see who I need to get copies to. I guess the Sherriff dept still does finger prints for a fee. I am absolutely convinced at this point that the Tax Stamp game is a waste of time and money.
 
I send all mine to the NCDOJ AG as well. The Attorney General is an acceptable CLEO as far as ATF is concerned. The NC AG apparently doesn't know that because I have a stack of LEO copy forms that have been returned to me over the years with letters saying they are not the right place to submit the forms. I feel like this is the best of both worlds, I have fulfilled my legal duty to notify them and they returned to copy to me (which significantly decreases the chance of state government having a copy or list later). It isn't my job to explain NFA law to the AG. I send the CLEO form with nothing else in the envelope, no cover letter, etc.

I submitted six "free" registrations. Five have been approved, all listing the NC AG as the CLEO. One is still outstanding, so perhaps it will get rejected for that reason. Who knows? I don't really care. If it does, I probably won't resubmit. I'll just turn that pistol into a rifle and move on with my life. One SBR more or less makes no difference at this point in my obsession.

On the other hand I recently had a paid form 1 rejected because I digitally signed the Responsible Person form instead of printing it, signing it, and scanning and attaching it to the eform 1. The instructions specifically say that digital signatures are acceptable for electronic submissions. Stupid me for following the directions.

Seems to be a roll of the dice as to who you get, if they gotten laid recently or if they've had their coffee yet.

Do you have to send these certified mail? There is no mention of it in the form 1 document. It does not stipulate other than it must be delivered to the CLEO. I had to print the forms and do it the hard way. The ATF website would not accept much of my personal data after many attempts. I am running short on time aa this point, so I need to get it done.

Absolutely not. Send it the cheapest way possible.

Forget to put the stamp on it if you want to. Nobody cares. 🤣

I just mail the CLEO copy in an envelope, no need to worry about certified, etc.

Are you concerned that the CLEO copy didn't have a lot of your data? Or do all the copies of your form not have the data?

If it is on all the forms you have to click the view button on page 4, the responsible person section, and check all the things you want to add. It is stupid, but that is how it works (you would think the form would default to displaying all the required information, but it doesn't).

Note: I just pulled this up and it is the default, just about everything needs to be checked, so click on each to add them.

Basically everything on the list is required except cadence (unless you are Jr., Sr., etc.-then it is required), one version of middle name, and if you are filing as an individual, the 5320.23 form. If you are filling as a trust, corporation, etc., then the 5320.20 is required.

Basically the whole thing is clear as mud.

I was just thinking about this… and it won’t be popular, but… pistol braces kinda seem like a perfect example of why it’s vague. If you write clear specifics, then we (population at large) find loop holes. Like using “braces” to have millions of illegal SBRs. No, SBRs and suppressors shouldn’t be illegal but that’s another topic. They passed specific legislation, and we found a way around it. End result, we get more vague regulation and Goberment “interpretation”.

They're lucky we didn't get mad and do something crazy like cross a river at midnight on Christmas to go slit throats... seems like there's precedent for that kind of action

I thought the 5320.23 only had to submitted with a trust and form 5320.20 is to transport temporarily to another state?

Typo, 5320.23 for trust, corporation, etc. Form not required for individual.

You are correct that 5320.20 is for transportation interstate.
