I'd like to pick up a pair of binoculars that I can use to see bullet holes from my 5.56 Add a 100 yd in paper. Any recommended For under $200? I know nothing about binoculars but really won't to go this route instead of a spotting scope when I'm shooting with a red. or irons

For sub-$200 binos, you're gonna have a hard time seeing .223 at 100yds unless you use some high contrast targets. Small holes in black paper are hard to pick up.

I'd strongly recommend a tripod and mount so you can get really steady to maximize your view.

Any cheap spotting scope will serve that purpose at 100 yards.
 
I realize that and have one. Just want to not have to setup the tripod
Gotcha…..In that case I’d be looking for anything in your budget that’s 20X+

My spotting scope (redfield rampage 20-60x60 I think) is nothing special and probably only really good to around 40x and I can see 223/5.56 holes at 100 so I’d shoot for something in that range and u should be good if u can be steady enough. I grabbed a pair from our paid advertiser cameralandny.com a while back. They were on sale and right around what your budget is. They are decent, but IMO a smaller spotting scope would be better. I’ve used mine to identify carpenter bee holes on the cabin and they aren’t ideal for small holes. Good for spotting critters and big things at distance, but tiny things not so much. Buy a smaller spotting scope and table top bipod maybe.
 
A pair of binoculars at 20x or better is going to be a pain to keep steady enough by hand to see bullet holes clearly. So, it pays to have the tripod.
Red dots and iron sights at 100? I'd just put out clay targets or a 4' piece of steel. Or even an 8" piece of steel and paint it white or black. You see those hits. Keep a can of paint handy for refreshing.
 
Any 20-60 Simmons or Barska spotting scope will do that depending on reactive, nonreactive, or color. Under $100 for sure. Doubts about binoculars. Cannot be steady enough.
