Blued Blade Western Fighting Knife Clean Up

I have a vintage Western Fighting Knife with blued blade. Overall the knife is in fair to good condition in my amateur opinion. I am looking for some advice as to how to clean what appears to be white paint off the blade tip, and also how to preserve the leather handle.

I've heard an eraser or steel wool and oil will clean some of the rust spots off the bluing just not sure about removing the paint without affecting the bluing. Also, would saddle soap or mink oil work for the handle?

Maybe OPPS to remove the paint.
I would use Obenauf's Heavy Duty LP leather preservative on the stacked handle, apply heat and wipe the Obenauf's on and let it soak in.

Thanks, I'll see if I have some OPPS around. I'll have to pick up some of the OBENAUFS.
