For those that don't know what "con-man" means: it derives from "confidence man" which comes from classic hustles called "confidence tricks".
It is different from a "business man" in that the con man offers nothing real and uses a clean personal image and social techniques to inspire "confidence" in order to take your money or other possessions.
A billionaire business man is probably not a "con man", although we have seen some that are. Many sitting in prison, like Bernie Madoff.
More likely, it is going to be a professional politician who has done nothing except gain peoples confidence in order to enrich themselves and their families. Some even make enough to buy their own island off Marthas Vineyard, for example.

Trump says what he thinks and that makes people mad. This is the opposite of what confidence men do. In my over half a century on this earth, the slickest and best conman I have seen is Barrack Obama. He came in with nothing, left us with worse than nothing, and left with a pile of millions and millions. Same with the Clintons. Came into office broke, now heading toward a billion with their "Clinton foundation" confidence trick. Of course, we have seen conmen on both sides of the political isle.
