My brother in law just bought a few shotguns because he's stuck in Illinois and they're busy banning guns.

He asked for help buying a proper kit to clean a Miroku MK70. Also a Maverick 88. He's got nothing to start with so any oils, tools, brushes, rods etc you think he may need.

I haven't got a clue. I'd just have him buy a bore snake and hoppes and call it good.
 
Careful of bore snakes. Heard too many horror stories about them.

Just about any standard shotgun kit.in the correct gauge will do for someone starting out. Look for videos on how to.
 
I bought one of those cleaning kits on Amazon. One with 2 brass rods, with a bunch of brass brushes, barrel mops and a bunch of other plastic junk made in China.
Well, that's just what it is. A bunch of junk. A couple months later, one broken rod and the plastic junk that screws into the end of the rods all stripped out. The only still usable pieces are 1 rod and some of the brass brushes, only because I don't use them. $40 plastic box full of junk.
I dug into my stack of old stuff and dug out an old gun cleaning kit bought back in the early 1970s and trashed the Chinese junk.
 
I've got several of these FAL cleaning kits that work great.
You may be able to get shotgun items to work with these.

I've also use wood dowel rods and cut whiskers then wrapped brass wool around the end in a drill to do a deep clean.
This will clean out the plastic from wads from old barrels.
