I recently picked up a used STI Ranger II in 9mm and want to use it in the Single Stack division. It has a bull barrel but is 4.15" long so it is exempt from needing a barrel bushing. However in the special conditions part of the rules (Appendix D5 on page 105) I see the following:

Only 1911 production type pistols. Must be available to the general public and have their basis in the original 1911 service pistol as designed by John M. Browning. Pistols made from components that duplicate the factory originals are acceptable.

Since STI has discontinued all their 1911 models and is also as a brand dead due to their renaming, does my Ranger no longer meet the rules? It was available to the general public but since you can't buy them anymore well I would think they fail that statement? Am I over-analyzing the rule?

Never paid attention to that. USPSA doesn't really care about the details of equipment anymore.
It was available to the public, many models come and go, they don't ban them because they are out of production. You're fine.
At locals as long as it's a single stack, single action, has a thumb safety, and resembles a 1911 you'll be fine, no one's going to measure the barrel or check for bushings.
