I’ve had good luck with Bosch cobalt bits while drilling out broken bolts. I also like that they can be bought on Amazon individually as needed or as you wear out one in the set.
It’s probably user error, but I find cobalt to be more forgiving than fragile carbide bits.
I can absolutely recommend the Milwaukee cobalt bits they sell at home depot. They keep up with my snap on and matco no problem when drilling non hardened steel.

Wow, there's a name I haven't heard in a while. Tommy Wilder was a customer of mine in the early 1980's. Got a tape measure he sent me for Christmas. Another year he gave away 1-1/2" nuts he had chrome plated, made a good paperweight. Good guy.
As Scott said Norseman makes really good machinist quality bits but if you want some less expensive I was gifted a set of these below and have been pretty impressed for the price on using them drilling mild steel.
