Form 4 CLEO Notification

Here’s a question for the crowd…. Let’s not debate The Who, though. Let’s focus on the process.

Friend bought a suppressor from Hansohn and had it shipped to a local SilencerShop dealer. Stamp bought and Form 4 paperwork sent to the buyer by email for DocuSign then submission.

The Form 4 lists the NC AG as CLEO. I know for fact that Stein is returning Form 1s to the builder with a letter stating he’s not CLEO. (Again - not the “who” here; process only).

If our AG decides to send this CLEO Form 4 copies back…. To whom does he send them? Do they go to the dealer sending in the forms (local shop) or do they go the the individual buying the suppressor? I’m thinking to the dealer…but not certain.

There’s a call pending to SilencerShop to make them aware of that here in NC, but the original question stands…. To whom are the documentation returned if not accepted by the AG?
 
Notification was sent. That’s all that matters. I know that this might ruffle some feathers, but nobody actually cares. Unless your picture is in their billboard of most wanted, all of these just go in their trash anyway. They’re not creating a local database of nfa owners.
 
When I did form 4 suppressors I believe that I sent the paperwork to the CLEO, so I’d assume that he’d send it back to me, but since there is no process written down anywhere there really is no way to be certain what they will do on any given day.

I suppose I‘d only care that they don’t send it to ATF with a note that says “mr. goofball sent this to us at the AG’s office rather than to his CLEO, please disallow the application until he follows the process described in law“ which is exactly what I’d be doing.
 
Silencershop has been sending them to the AG since I’ve been doing silencers through them and all my form 1s have gone to the same place. Never a peep or returned piece of mail ever. I wouldn’t worry about it. There’s a notification requirement, but there’s nothing in the law that says theyre supposed to do anything with it at all. Back in NY this is what we would commonly refer to as an “unfunded mandate”. No legal requirement and no money to do anything in particular with them? Trash.

He notified somebody. If that somebody sends it back, he now has proof they received it. 😎
 
I have a pending form 4 SBS where I sent the CLEO notification to the AG. The AG's office returned it to my dealer with a letter saying they were not the correct entity to notify. Great, sorry you don't know you count as a CLEO, I did what I was supposed to do. I'm not resending the form to my sheriff or anyone else. My dealer was in agreement. ATF has approved multiple transfers and form 1s for me with Stein listed as the CLEO.
