Garage door question

looking to buy a house and there is a gap at the top of the garage door. There isn’t a motorized opener on it but here’s a pic. What’s the fix for this ? I can stick my hand through it from the outside

Door bent?
Either that or the track need to be adjusted...a lot!

Previous break in attempt??

I believe the cables have stretched over time, you have a torsion spring door, do not attempt to adjust unless you research it first.
 
Improperly installed door. Looks like the last roller at the top on both sides should have a longer arm on it to push the door further out against the frame or the curved part of the track is 6 to 8 inches too low.

Agreed. Looks like its missing a section that should be going up before bending to go back.
 
Next time you’re there, take us the same photo but from 3 or 4 feet further away. And the same photo from the other side.
 
Looks like it’s missing the top panel wheel in the track. At the end of the run down , it would push the top of the door tight to the frame.
 
It appears you dont have enough garage door for the garage door opening. :D might should mention I'm not a garage door guy.

Just looked at mine and it has a addtional roller on the end of the last door panel to make it track correctly for the last panel. Fyi though this is a low head room door so it maybe a little diffrent.

That seems to be used in shallower garages. Low ceiling doesn't have room for a full height set of roller tracks. One house we had had a nearly 10 foot high garage ceiling. So single rail could be set high enough to fully close the door.
Looks like, in this case, the door was done halfassed by someone who didn't have a clue. Maybe a DIY.
When our 25 year old original garage door came crashing down, we called a garage door company to do the replacement the right way.

Yes mine is in a basement so height above the door was very limited and reason I had to go with it with dual track.
 
Just wanted to add this video I found that I think might confirm top roller is missing or way out of adjustment on top panel
