He had to go on the run and that cost's money.

This happens more than you all realize. Someone does something they can't get out of and they start to spiral thinking they have nothing to loose until someone stops them.

I would say the majority of use of force incidents are exactly that. Particularly justified use of force. People who decide they have nothing to loose are no longer restrained by normal concerns for others, and that can be very dangerous.
 
There's a saying I've read, "the first act (killing) is expensive, the ones after that are free."
