How to buy a vehicle from another state (WV)?

I'm a NC resident. I want to buy a motorcycle from a WV resident.

The last time I bought a vehicle outright from a NC person, I had to have the title notarized when the seller signed it over to me. Then after that, I mail it off.

The WV person is telling me that his bike title has no provision for notarizing the title, just only a place for him to sign it over to me. Is that correct? Is there anything I should watch out for?

Depends on the state I think. I bought a car out of SC a few years ago and only a signed, but not notarized title was all that was required.
The NC tag offices are likely more familiar with SC titles than WV titles.
I’d call DMV in both states and axe the question.
 
I have just bought 2 Harleys, one from New Jersey, one from Massachusetts.
After returning to NC, I visited my Notary. He reviewed both titles and neither required his endorsement. Chances are West Virginia is the same.
