How to move thread

I'm trying to move a thread from Ammo to reloading supplies. The old instructions were to click the little bar at the top right and get this menu:



Now this is all I get. Any ideas? Did something get lost in translation when the site was upgraded?

Not sure. Maybe it's a Mods only thing now. If you Report it, I'm sure somebody will jump right on it.
