Mostly the stock.
We live in a post AWB world where the PC is competing with AR-9's, Scorpion, Sub2K, etc. and Ruger puts it in a big, bulky, plastic rifle stock.
Heck, they're just now catching up with the aftermarket and offering an MLok handguard.
