It was a PIA to lap a set of rings. I would think that Leopold rings would be pretty good but I was amazed what came off them. When viewing some YouTube videos it showed someone using a drill motor to do the work and I thought that was lazy but after doing it by hand it might not be a bad idea. I have a couple set of rings that I might try the drill motor on.
A question about someone that has been lapping for awhile, can you use any 220 grit compound?
 
Its not always the rings, but how true its mounting surfaces are.

Lapping by hand should be plenty good esnuff. You usually just need to knock the high spots down, not work into the metal of the entire ring surface.
 
If you need to use a drill motor to lap a set of rings you're either over lapping them or buying cheap assed rings... You only need to smooth the high spots on good rings and don't be a cheapskate when it comes to how much you spend on a set....
220 grit is 220 grit, the ring doesn't know the difference, but make sure you get ALL of it off when you're through...
 
I have only lapped a few sets. With one I was taking off a ton of material on one side, so I stopped, removed that ring, cleaned the surfaces and reinstalled/torqued the ring. Needed a lot less work after that.
