M24/47 Mauser Questions

I recently picked up a mauser. Looking for info on it as I know pretty close to nothing about these. Here are the pics I have of it.

Wonder why the importer etched another improper SN on the receiver. Serial number is clearly marked on bottom right of receiver bridge?

ATF is requiring importers put unique serial numbers on the receivers of guns if the original serial number may not be unique or contains non-alphanumeric characters. A lot of military arsenals restarted serialization during production, usually at the beginning of a new year.
