This is tied to the thread on recruitment issues; related, but a bit different. I have had good leaders, I have had bad leaders, and I have seen from afar a lot of both. But it seems that once a man decides he wants the stars and flags, he gives up doing the right thing to get it.

 
I think you just need to learn to respect and love those who are bravery-adverse.

The moral courage to say and do what is right is not appreciated by the military system. You will hear nice things said about the concept, but when you speak out in ways that embarrass the chain above you you find it is frequently not appreciated.

I have had good officers who would accept things they didn't like, and those who would rather shoot the messenger than face the ugly truth. I retired in 96; I know the system has gotten worse since then.

There are those rare leaders who are teflon, they can say anything and be OK. But most guys, yeah, they knew the lines they could and could not cross.
