Need help with Briggs & Stratton 19.5HP Engine

Hi guys. I'm rebuilding a Briggs & Stratton 19.5HP engine that's in a John Deere D110. I need help getting the governor lever back in. I've inserted the rod & there's 2 washers & a pin that keep it in place. I need to know if both washers go on & then the pin or washer, pin, washer.

I can't get the pin in with both washers on first & the lever has some play in it with washer, pin, washer. It seems like it would leak oil in this configuration. If you can help it would be greatly appreciated. I'm trying to fix it for my 82 year old grandfather. Thank you!
 
So, I got some info from a video on Youtube & found out it's washer, pin, washer, lever. Cool. Now I can't seem to get the sump fully seated. I was trying a dry fit before I put on the new gasket & sealed it. There's a pin in the sump that lines up with a groove in the cam gear. I tried to get that sucker seated for 2 hours last night with no luck. Is there some kind of magical trick to do this? :confused:
