Looks like they sell second hand.
Looked at them and you tell them you location, detailed Information and pictures of your bottle then they sell it for you.
Not sure on the delivery as it can't cross state line. So they would be a middle man for me selling to you and take their cut.

Some of these online flippers have also been found to be selling fake rare/allocated products. Basically, they refill an empty high end bottle with something cheap, reseal it with fake seals and then sell it at a huge markup because they know most folks won't know the difference.
