PPP for AR lower? Is it actually required in NC?

So I've been reading up on this because I haven't got enough duration of proof of residency to get a PPP in this county yet (Rockingham) and haven't got the cash for my CHP class yet (it's 30 days for a CHP, 90 days for a PPP!) but I just need a stripper lower to complete my build. I've seen both sides of the case online but the law does not specifically state that you do as far as I can see.

I've been reading up on this and it isn't directly stated in the law that a PPP is required, but stores insist on one because "it could be built into a pistol". Am I required to provide one for a private sale because the law doesn't seem to me to say I do.

And yes, I realise there are plenty of folks who will insist on a PPP, stool sample, swear on the Bible, turn round three times in an NRA ballcap with your hand on your heart and to kiss a picture of John Mcain to sell you a castle nut or let you look at a box of ammo but I'm going to ignore those as a null set for this question since I just don't have the patience to buy from those folks anyway.

You do have to be 21 to buy one from an FFL because they’re not long guns. A lot of people will conclude that makes them handguns, hence the requirement for PPP...but that’s not the case.

They’re “other firearms” regardless of the configuration. Stripped, FCG installed, complete with a brace, complete with a stock, or any other combination.
 
For my own edification and understanding: PPP = pistol purchase permit? Just trying to follow the thread.

So many gun stores insist on getting one for a stripped lower it's nuts

You're going to the wrong stores. :D

The wrong stores are easy to find. I found a local place a guy runs out of his garage that seems pretty good, I'm going to take a look next week, he's closed for an out of state funeral right now. James Johnson Firearms, right down the road from me.

Go to the gun show in Raleigh this weekend; bet you can find one there. You should be able to get one by filling out the 4473 form. Stripped lower is listed as “other”, not rifle or pistol.

Yeah but I've got everything but the actual lower and don't need the paint scraping time lol
 
We don't require one at my job, (gun store/pawn shop). 21 or older and a NICS background check for AR lowers or serialized handgun frames (such as a P80 that's been completed by the factory & has a serial number).

The pistol purchase permit proves that you already passed the NICS check so it eliminates that step in the purchase. Same with the CHP. The number one reason I got the CHP was to be able to walk into a gun shop and walk out with whatever I want without any delay.
