Professional AR color filling?

So, I decided that, over the next few months, I'd buy an AR part every paycheck, to build a nice AR. I wanted to get the Crusader lower, cause I just love the idea of a 'Deus Vult' setting. :p

I saw two nice color fills on Armslist.

I understand the principle of the top one. Add the color into the holes, wipe the excess with acetone. But how does the second one work? That looks much nicer, but how does that get done? And does anyone do it?
This is on backorder, so I got months to consider this.
 
I did that to a rifle once...hated it after....hard to undo, thank goodness it was crayons.

if i had to guess, they just waxed off areas and brushed on a couple layers of enamel paint. mistakes wipes off easily with qtip and acetone while it's still wet.
When I did a couple, I mixed acetone into my enamel paint in little glass containers, then used an insulin needle to fill the lines in under a magnifier. higher the acetone level the better it runs to fill the roll marks, but it gets a little strange around the edges and requires a couple applications.
