I checked the ATF website and couldn't come up with a Type 4. However, I did an ATF EZ check and came up with this:

I believe the number in the first box is the type of license. The number in the second box is the state. NC can be either 56 or 57. 56 is an earlier license. You're more than welcome to check me out on this with BATFE.The 4 in license number has to do with location of license holder. All of NC is 1-56. All of SC is 1-57. As far as I know anyways.
According to this, the first number is the region and the fourth number is the actual ffl type, i.e. 01, 07, 03, etc.
