Can anyone tell me about this set of sights? Particularly, info on what rifle they go to or how to mount them?

As stated, the front sight is a dovetail mount. The rear sight requires a mounting plate, which attaches to the receiver. On bolt action rifles, that would be on the rear of the receiver, left hand side. The sight then attaches to the mounting plate via thumbscrew. In your pic, that would be the thumbscrew by the REDFIELD PALMA wording at the top.

(I'll get a pic of the sights on my 40X when I get home later)

The front looks a little funny in how it looks to be mounted.
I came into a bunch of parts and this was among them. I’m tempted to build a rifle just for these.

Sometimes there is a block that goes on the barrel that the front sight is attached to.
This allows for height adjustment as needed for the two sights depending on what barrel is used.

Here's some iron sight & mount pics.

Front sight block on H&R M12 rifle. Notice it's cut as a reverse dovetail shape.

Rear sight mounting plate on H&R M12 rifle. I have a custom scope base installed in this pic (top two screws). Bottom two screws attach the mount to the receiver. The rear sight attaches to one of the middle 4 screws. This allows you to position the sight relative to the shooters head position
