Seems they want to copy the less than free country Japan
For conversion, 85cm=33.5". I haven't had an 33.5" waist (measured, not today's vanity pant size) since I was a bulimic vomiting 5 times a day and weighed 150 pounds and the fattest part of my leg was my knee.

Lets not forget that the Japanese are tiny people. Average height is at least 5 inches shorter than American or Anglo Europeans.
