SBR form 1 question

Can I form 1 (make) an SBR out of an Kriss Vector upper which is non serialized and switch between a few calibers instead of just the lower only which is serialized?
 
SN has to go on the F1, so I’ll assume the answer is no. When you swap calibers, the new lower in a different caliber has a different SN...right? I’m not real familiar with the platform but did a little looking around before answering. I see how it swaps out, but wasn’t 100% sure about the SN question.
 
Yeah I was thinking of engraving a serial number on the upper. If it was registered in say 9mm and you switched between that and .45 it should be ok..? You're not permanately changing the caliber. This seems similar to a registered sear.

I’m just not sure that’ll fly. You have to register a firearm, not a part. With a sear, the part is the MG. But I don’t think they’ll treat the Vector the same.

There is no requirement to use the original SN. It just throws a wrench in their system when you have an actual original manufacturer and yet the SN you provide doesn’t match anything.

I’d probably either send an email first, or use the Ask The Experts tool in EForms, and see what they say.
 
The serialized part is considered the firearm. In the case of the vector that would be the lower.

ETA... does the vector allow you to swap calibers (I was unaware of this if it can)? If so, that wouldn’t be a problem with a registered lower.

Yes...but that’s the problem. You have to swap the lower to change calibers.

Rooga used the upper as the serialized firearm in the MK xx series.
A firearm does not need a trigger or grip to be defined as a firearm.
That said, the definition of a SBR states that a factor is having a barrel of less than 16" in length, so devil may be in the details.
