Can I file a form 1 on a stripped lower without any of the other parts for the rifle? As in 'other' to 'sbr'?

If i file the form 1 and move within the same state can I update the application before it is completed?

All you need is a serial number to file a Form 1. I've filed them on items I paid for but didn't even have, yet...because the seller gave me the SN.

It's a weird situation. With eForms, it wasn't an issue. With a Form 4 that goes back to the transferor, it's not (or shouldn't be) an issue. But with a paper Form 1, it's a "good luck with that" situation. Sometimes the USPS will forward the stamp, but usually not. You can send a letter in with a 5320.20 (for a permanent address change) and ask them to mail the approved form to the new address, and cross your fingers. If I was going to attempt it, I'd probably send a letter, email and fax with the same info and hope at least one gets processed correctly. :D

...or use a PO Box for the mailing address.

I moved while waiting on a stamp. Had a good relationship with the new homeowner and let them know it was going to show up. Once I had it in hand I notified the BATF of my new address.
