Soda/Golf Launcher Flares

not sure if this has been mentioned but there are clear golf balls that you stick the small 1.5" glow stick into for less than a buck example


As far as reusing expired marine arial signal flares, while I know you are inland, I think that is not approved by the USCG. I'd double check. Though at a range you may be far enough into the boonies to not matter.
 
I’m more than a bit concerned about using actual flares for this event. I briefly hinted above about setting the range on fire…again. Well, we did that at this event a couple years ago with tracer ammo. Fire Department, and the whole 9 yards involved.

Ahh! You had me super excited, that would be perfect. Alas, the glow sticks are less than $1, but the balls are $4.20/ea.

Actually, there are lit nocks for arrows/bolts that would work if you’re able to retrieve from downrange. A solution that ignores most of your requirements, but won’t start a fire.

Or ignore all requirements and shoot a flaming arrow. Got a lake nearby?

Would it be possible to add an upcharge to the registration fee to cover each shooter's flare(s)? Add $5-$10 to the regular fee and explain to the participants "Due to the cost of materials provided for you, this particular match has a $10 surcharge." You wouldn't necessarily need to say what the charge is specifically for.

Of course, some might balk at that and turnout could be less than hoped.
I would absolutely show up in my tricked out overland truck with $25k worth of guns and night vision and bitch about that.
