An air bag. Used frequently to lift stuff so you can access for fixin. Think of it as a type of lever or jack. Shove a deflated air bag into a tight space, pump up, and yada yada yada...

It was probably attached to a grease fitting. There is a spring in the frame that, when filled with grease, pushes against the idler wheel to adjust tension on the track.
 
So they are trying to free a stuck track tensioner with a bicycle pump? That’s just as redneck as the joke I thought this was :).
