Two Meter - and possibly 70 Centimeter base antenna

I recently acquired an HF radio that also has a second input for a 2m / 70cm antenna and I am considering my options for an antenna for this input that would be suitable for the "base", i.e. non mobile setup. I would plan to mount said antenna outside, possibly on the garage roof (not the tallest part of the house, but one that is considerably more accessible).

My initial thought would be to get a Yagi (beam) antenna and a rotator as this would get me a lot more directional gain to be able to hit more distant repeaters over an omni directional antenna. Seeing as my radio is capable of producing 100W on FM, which is double my mobile setup that gets impressive results with the Comet CSB-790A (aka, the Bird Killer as people have called it) antenna, I would expect that such a setup would be about as good as one is going to do, subject height limitations and the the radio horizon.

At the same time, this would be a more complex setup and require a rotator and secondary power (?) as compared to a vertical dipole or j-pole type antenna. It also raises the question about dual band versus just a 2M - and yes there are some popular 70C repeaters around that I would like to hit wit this setup.

My question is, without breaking the bank, what would be a good approach.

Also, I assume that with the antenna mounted outdoors I would want to ground it and put a lightning arrestor on it in the same manner as I did with my OCF dipole?
