What’s the story with half-runner beans?

Picked up a few pounds of half-runners at the farmers market in Greensboro. Small, and cannot get more than a few to give up their strings. Is this due to being too early in the season? If so, when should they get in-season in this area?
Since I am showing my green bean ignorance, might as well ask why they are called half-runners?

half-runners are a hybrid between beans that grow on a bush, and beans that grow on a vine that will climb a pole/trellis (runners).

I don’t grow them, so no clue on the seasons.
