What is this tool?

This was in a box of old tools. No clue what it is. It kind of looks like it's for crimping metal. The metal nut on the back has sequential numbers as if it's meant to be rotated for different settings.

 
Looks very similar to a couple farrier tools but I don’t think thats what it is.
 
Looks like a sheet metal seam lock or notcher tool

Looks like it is some type of saw tooth setting tool.

Damn. I think you’re right. I remember my grandfather using something like that to set his when sharpening them.
 
Well, now that it's solved, if anyone needs it they can have it.
 
Before my grandfather got into the grading and paving business, he and his brother built houses. I remember him taking his hand saws to be sharpened and they would "set" the teeth. He would oil them, wrap them in newspaper and hang them up in the shed.

He had crosscut and rip saws and they were about as fast as circular saws. I have 4-5 of his old hand saws and one of his early all metal Skil Saws that weighs about 12 lbs. It still amazes me how the "old timers" built houses using framing squares, folding rules, hand saws and hammers.

There were a handfull of folding rulers in the box too. Hadn't seen one of those since my grandfather passed.

I have several, but none with an indexed anvil like that and I'd like to see it, happy to pay you to ship it over.

Wherever it came from there is also probably a saw vise rusting away in a corner.
