Putting Up Shutters

I am going to replace the vinyl/plastic shutters on my house. I think have found the same ones that were previously installed so the holes should line up. Does any epoxy need to be in the drilled hole or just attach with the screws for this? I have heard differing views on this.

I allways epoxied the anchors into holes but never added any stickem to the screws. That way they can be taken down for a wash behind them or repainted or replaced easier down the road.

The anchors are still there. This would just be screwing the new ones in it looks like.
