wral.com/wake-county-updates-decades-old-guidelines-for-outdoor-shooting-target-practice/20567830/

The first thing the Wake County Commissioners did after the elections was put the limitations on outdoor shooting that were being debated in several town hall meetings this past summer. I'm lucky enough that I have a place to shoot where the neighbors aren't going to pick up the phone and call the law because they hear a few gunshots but these changes are going to be a pain for many residents who want to exercise their Second Amendment rights. I guess the days of going out in the back yard and shooting cans and bottles in the back yard are over thanks to a few careless shooters who let their rounds stray onto other properties, a few crybabies who aren't used to people actually having the right to shoot firearms and the out of control residential development that has been occurring in Wake County for many years now. My rant is over for now but beware since there are new ordinances on the books.

Man, this brings back bad memories.

AND I AM GROWING MORE AND MORE CONVINCED WHAT WE’RE NOT AWARE OF IS A WELL ORGANIZED, CONCERTED EFFORT TO ATTACK LOCAL SHOOTING ORDNANCES, IF NOT STATE-WIDE THEN NATION WIDE.

This OP and thread make about the umpteenth instance I’ve learned about since we dodged a bullet way over here in Burke County, Western Carolina. That was in 2017-18.

We had some NorthEaster transplants (scuse me while I spit this taste out of my mouth) start howling over - are you ready for this? not anyone in our subdivision shooting but a family with an adjacent 97-acre farm, on their own property, into a safe backstop!!!!

They got so worked up after the Sheriff (too politely imo) told em there was nothing to be excited about, they went after the town aldermen, requesting they “form a committee” to revise the town shooting ordnance which mirrors the county ordnance. The ordnance is about as common sense as one could hope for which I have since learned is what these “people” can’t deal with (the thought of anyone else having the freedom to exercise common sense, without being regulated by some form of government entity)

Blessedly, the town alderman politely invited them, ”to not let the door hit ya where the good Lord split ya” on their way out of that monthly, public forum meeting.

THEN they turned their dastardly energies toward revising the Covenants in our subdivision of 320 heavily forested home sites (some lot owners within which own 15-acre lots) but less than 70 actual homes. They proposed an all out ban on any discharge of any firearm on one’s own property AND an all out ban on any type of hunting with a firearm. Again, blessedly, the Vast Majority of lot owners voted to entirely squash their asinine efforts.

Right after that debacle I started hearing from fellow shooters who live in subdivisions elsewhere that, “all of a sudden, out of nowhere, all out shooting bans started appearing on our annual HOA and POA annual ballots.”

Enough so that I don’t believe for one minute that they are all coincidences.

If I had the stomach for it, I’d find a way to infiltrate the local DNC HQ and get some documentation to expose what I suspect is a still under-the-radar effort by the likes of BloomTurd or Moms Can’t Get Enough Action …

Moral of the story: wherever you live, keep your antennae up and be ready to organize resistance when this “anti-2A grassroots” tactic rears its ugly head in your neck o’ the woods!

I just spent a good chunk of change this week to remain “legal” on what was already a very safe shooting range in the middle of a family farm where my mom and 2 brothers and myself all have adjoining land and homes…. And it’s barely legal and I still technically have to get written permission from my brothers and mom every year. Total BS.

I live in a city that for decades does not allow not only guns to be fired but any projectile to include pellet rifles, sling shots, or bows. The tiny city includes many larger 200 acre farms. No shooting anywhere. The city is 13k population Newton.

It is truly sad that some people blame “NorthEaster transplants” for all their problems.
There are many people from the Northeast that moved here and are not Karen’s.
We are loosing our country so instead of blaming others DO something about it instesd of just bitching.

I agree. I’m doing something about it. I’m dating a New Yorker. She’s almost converted. Waffle House is her fave.

You seem fine sir.
We have had a massive influx of N.Easterners, the troublesome ones seem to come from the cities. The rural yanks usually get along just fine.

I get it!
One of the reasons we left NH was because of the liberal Massholes moving into our state and messing everything up.
They screwed up our little town with their woke attitudes, voting progressives into office, and complaining about every little gunshot.
When we decided to move out of the cold and liberal crap we wanted to say in the east. NY-NJ were immediately off the list. PA fell quickly as did VA, Delaware. So NC became the focus. It helped that NASCAR was here and I could assist at Racing for Heroes at nearby VIR. It was a PITA to get our concealed carry permits and not being able to get real alcohol at Total Wine and More is a bitch… but everything else is as good as we expected, except for the NY assholes that remind me of Massholes

I don't blame many of the people from the Northeast and other socialist controlled areas for wanting better environments to live in. I just wish many of them would leave their political viewpoints behind when they move out. That being said, population density due to out of control residential development is the reason for many of the problems that Wake County and surrounding areas are facing these days. Open space is almost impossible to find in many areas and traffic is getting worse every day due to the influx of people moving in. The primary reasons for the new firearm ordinances were careless shooting and the complaints about it. When your target rounds are striking nearby residences then you are not obeying one of the main rules of gun safety, being aware of what is beyond your target.

I agree 100%. Stupid people don’t have a clue about gun safety.
The prices near Raleigh Durham and along 85 are stupid crazy but still less than the 200k for 2 Acres near the Seacoast of NH. We purchased 2 acres near Roxboro because that is what we can afford. Sure woulda liked 5-10 acres but there would not be enough left to purchase a piss pot.

Once again, punish the SOB’s ruining it for others. Not those of us that that adhere to safe practices.
Wake, especially Cary loves to regulate what folks can do with and on THEIR OWN LAND.

And another Dim sheriff was elected in Wake.
They should go after the perps in Knightdale and leave the rest of the responsible property owners the F alone.
I went out with a range finder, even with a 60’ high backstop, the nearest home that will be built is 165 yards away.

Fully half of the people I know who have come down here from New Jersey and points north are as conservative as you (presumably, that's the way you seem to roll) and me.

The other half are as liberal as any Clinton, AOC, or any other Democrat.
I know. Just given them heck.

I have to wince at some of the comments here; I was invited by a lifelong Carolina-born clay shooting bud to shoot on somewhat of a private (some may even call it a private “plantation-style”) sporting clays course and we wound up being joined by three much older gentlemen - whom my friend obviously knew well - to round out a squad of five. Now, just prior to getting started on the course, one of these three gents sorta went out of his way to make a half-a-joke our of reminding my friend some of them were lifelong “south” Carolinians (he was from NC) and since I pretty much only knew one person there, I was open eyes and ears the whole round of about an hour and a half and I honestly recall zero idea of what part of the ongoing banter between the three precipitated one of em spouting off, “ … and I’m sick and tired of hearing about how we’re sposed to fight any laws on those d*mned A-salt weapons, don’t nobody need one of those d*mn things, anyway” to which the other two “ol’ southern boys” on their golf cart nodded and mumbled in agreement.

I was shocked but have rarely been happier to hear my friend INSTANTANEOUSLY take those three to task for such myopic and irrational thinking!

I spent a good portion of the remaining time in those woods thinking about all the gun owners I’ve known from - due to no fault of their own - Socialist states such as NY, NJ and MD who have spent their entire lives (and no mean portions of their personal finances) to fight tooth and nail and tirelessly against every senseless, ineffective and useless “gun control” law forced down their throats by corrupt politicians in those states … and then glance over at these “true southern boys.”

But, I also wince when family - even female cousins - in FL and AL poke fun at me for being from what they consider “up north”, here in WNC …

News flash: the resolve of an individual American to fight to preserve the Constitution generally - and the 2A to the Bill of Rights specifically - ain’t got nuthin to do with their accent or where they might be from anymore (h*ll, some of the toughest fighters for and defenders of the Constitution now are people who escaped here from Communist / Socialist regimes!). It boils down to the words that come out of their mouths, the way they vote, raise their children, respect the rights of others, view individual Liberty and spend their donation dollars.

Ours may be the last generation to even use the term “Yankee” - I foresee the day where my grandkids will instead use terms such as “Patriot” versus “subject” to distinguish where individuals stand (vs where they hail from)

Florida is full of yankees and it is far more red (conservative) than we will ever be.

Here in NC, don't blame the yankees, blame the tarheels that sold them land really cheap. Now the locals have spent the yankee dollar and now can't afford to live in their own communities. You can't fix stupid, but you can force it move someplace else. :D

I think highly of (most of) our like minded yankee members on this board. It’s the damn carpetbaggers I got a problem with.
There were people in the South that also profiteered from the "Carpetbaggers" actions. To me screwing and profiting at the loss of your fellow neighbors is just as bad, maybe worse. They used trust as leverage for personal gain.

I spoke at 2 of the meetings. For all of the assertions made about bullets "whizzing down streets" hitting houses and assorted nonsense, there was not a single piece of evidence presented. No photos of bullet holes- no police report numbers- no call logs for 911 calls.... Nothing. The board was uninterested in any facts and waited until the day after election day to vote on the matter. It's shameful....

Were they all named Karen?

They do this after elections for a reason. We need to have longer memories.

The FOIA is a great tool for tripping up these turds. Let them know we're reading their emails and anyone who half hearted goes along with the true believers will cave. I'd bet the people behind it are in touch with Mom's demand stuff. Could even be board members with donations from the group.

If we don’t exercise some self control we will lose it all.
Just because you have the right to “keep and bear”, doesn’t give you the right to not use a little consideration.
Just because you have a vehicle that is obnoxiously loud doesn’t mean you should stomp the accelerator at 2am and rattle the windows of people trying to sleep.
It seems that a majority of people nowadays consider one thing only, themselves. Self indulgence and I’m the only person alive seems to be prevalent.

In the area that I reside, there are guns everywhere. A good thing, you say? Could be if people continue to use a certain amount of judgment.

I really like guns, always have since I was very young. Things have changed a lot in the “new world” in which we live. We had the occasional idiot that sent lead in places where it didn’t belong. Those occurrences seem to have increased as our population explodes to a size that the infrastructure can not sustain.
With a lack of education comes a large number of people that do very stupid things. Stupid things with guns.

In this area of the state we seem to have individuals that have access to large amounts of ammunition. They don’t seem to mind burning through it like a fat kid through a bucket of candy.
I have heard pop pop pop pop pop pop pop as fast as you can pull a trigger for hours. One day it was from 10am till after dark.
If the noise gets to be a little much for individuals that like guns, imagine what it does to people that don’t.
These people vote and seem to be in positions of power and rule making everywhere.
If we don’t control our indulgences, at least in the slightest, we may lose the ability to enjoy them at all.

I understand this point and agree with it. I would not really want to hear this either. However, the question is what exactly should be done about it?

The board chose to enact new laws which eliminates the ability to target shoot on private property for most people in Wake county. I think this was a heavy handed response that affects everyone to placate the opinions of a small minority. They used the "safety flag" to help get it through, but this was not about safety and does little if anything to improve safety. The difference in lethality of a rifle bullet at 100 yards vs 300 yards is negligible. The same can be said about noise levels down range. The existing rules required that bullets not leave the property. This is the key point. Are they leaving the property or not? If they are, then LEO should do something about it. In the Wendell case they presented no documentation of bullets leaving the individuals property and they provided no police report numbers from their responses to events that may have occurred. I tend to disbelieve their stories are situations that could occur in this county. Statements including "Multiple bullets hitting houses," "bullets whizzing down streets," "pushing my child down and throwing myself on top of him as bullets flew over our heads "and the like were all made to the board. Is someone really going to show up to address the Wake county board about multiple bullets hitting their house and NOT bring photographic evidence to present? Multiple individuals did just that and it defies belief.

But back to your point about the noise. I would not want to hear shots all day, but I live around other humans and I must accept that they often make noises I dont want to hear for extended times. I have done the same. Leaf blowers, chainsaws, lawn mowers motorcycles, etc. It is all undesirable, especially if you are trying to enjoy an afternoon grilling on the deck but your neighbors leaf blower is going full tilt for a few hours. It sucks, but it's that individuals right to engage in that behavior. I dont think we needed legislation to change legislation for target shooting and I feel the same about yard maintenance, working on race cars or anything else one could deem offensive. What we should consider doing is forming relationships with the people that live around us instead of just complaining to county officials. I never heard anybody complaining in the board meetings say they went to talk to their neighbors about the circumstances. Little Johnny had a birthday and it was ruined due to the noise. What if they would have let their neighbor who apparently shoots "all the time" know about the party and ask him to abstain during certain hours on that day? Maybe they would have been glad to oblige if they were made aware? People would rather complain on social media or to the police than go knock on their neighbors door. We already have existing noise ordinances and beyond that, your rights should end where mine begin.

There were a few articles about it when the hearings were being held-

...who said on two separate occasions bullets nearly missed her while standing outside of her own home. In one instance she was outdoors grilling with her family.
... handful of those bullets have hit homes and other property.

I remember the news showed a plastic fence that was damaged. The story said it was from a bullet, but I am not sure how they arrived at that conclusion because it was not mentioned in the article. It may have been a bullet but it also could have also been a rock from a lawnmower. There were no photos presented at the 2 hearings I participated in.

Does 130.05 C mean no skeet shooting with a shotgun?
(C)At any object other than a fixed, stationary target at which the firearm is specifically aimed, directed and fired.

I see this is covered under a different sub section
A) Commercial facilities. No provision in this subchapter shall interfere with the operation of recognized or approved rifle or pistol ranges, skeet or trapshooting facilities or “turkey shoots”, when conducted in compliance with Chapter 92 of this code.

All though it does say commercial.

It was definitely represented as not affecting hunting. So long as you are shooting at an animal, you are free to do so. It would be hard to explain how you were shooting for an hour at an animal though... Not sure about skeet shooting and the responding LEO most likely wouldnt be either. These new rules create more confusion instead of resolving any problems. I am not at all surprised!
