Not certain but it appears to be the indoor and outdoor range the county denied to be built. This Facebook page is dated about that period. I remember the proposal from articles in the news.
 
The Skeet club I was in got the land purchased after a death and we had to close. I got a letter a month ago proposing reopening on land in Alexander County but it needs to go thru the county during a board meeting which may not happen till they relax Covid19 restrictions. They had plans to start grading until someone mentioned they should check with the county before they start. I think the chances are a little better with it not being a business and shot does not travel far but the one mentioned above was denied based on noise mainly.

I would say location would probably play a bigger role when talking about noise than actual measured numbers.

The building address listed on the site is not exactly in a housing development so I don't see the problem.
He’s referring to the Skeet field I mentioned.
