Got our county tax bills in the mail yesterday and nearly fainted when I looked at the personal property tax. I have 4 utility trailers with permanent tags (2 were inherited from family) and 2 old non-running vehicles. Value went from $10,974 in 2022 to $33,286 in 2023. And the tax rate went up as well. No issue with what they have the trailers valued at.

My grandfather's 1956 Chevrolet truck has not run since the late 1960's, is sitting outside rusting away with trees growing up through the bed and around it, missing parts, is basically a parts truck and is not worth anywhere near the $15,200 they listed it at. My 1964 Impala has not run since my grandfather parked it in 1975 with transmission problems. It is mostly complete, rusted, some areas somewhat disassembled, but needs a complete restore, is stored in my shed and they have it valued at $14,450. I appealed the values several years ago and she told me they reevaluate them every 5 years. The vehicles have deteriorated since the last appeal and they think they have tripled in value. They must be watching Barrett Jackson auctions to get their values. I told her I would be glad to sell them both for their listed values, but they are not in the buying business. She said they use NADA and JD Powers, low retail, to value them and when I went to those sites, they did not ask for the condition, running or not, on the vehicles and the values must be for running and driving vehicles.

I went out and took pictures and putting together a letter describing each vehicles condition to send with the appeal, which I have 30 days from the date of the tax bill. I've looked online trying to find older non-running vehicle prices, but not coming up with much. Used to find a lot of similar vehicles on AutoTrader and Ebay but not this time. Most of the car valuation sites do not go back earlier than 1990. I used the NC DMV's online "vehicle property tax estimator which uses the VIN number and county tax rates and they had the car at $2030 and the truck at $800, but she said they would not use those values.

My cousins had an auction for my deceased uncle's property back in March and his 1959 Chevy pickup went for $650, his 1965 Impala went for $350 and his 1965 Caprice went for $900. Slightly worse condition than mine and he never paid property taxes on any of them once they were no longer tagged.

Any recommendations where to get real value information that I can include and not just rely on their "research"?
 
Good luck with that – let us know how it works out. I did successfully appeal the value of an old motorcycle (bought for restoration) in Wake County with photos, documented examples of auctions and a letter from a dealer. Apparently they do use book values for excellent condition vehicles. Don't stand for it.
 
I appealed my Guilford County vehicle tax several different times. They made me schedule a time to bring in vehicle for visual inspection. They came out and made some notes and all and reduced value of vehicle maybe a 200-300 one time and less than 100 other times. Saved a few bucks but the appraisal was still a lot more than car was worth or what felt I could have sold it for.

My county somehow gets info from both dmv and wildlife for titled vehicles. If they have no tags issued for them and if they find a boat/watercraft in your name, you get a “letter of discovery” along with a bill.

This is a process that sets me on fire every time I have to deal with it.

I go through this every few years, last time they really tried to throw the screws to me claiming some old jetskis I have (80s models) were worth multiple thousands of dollars, tried to classify a tandem axle utility trailer I own as a "low boy" and skyrocket the value on it. 68 Plymouth is routinely bumped upwards of 20k, other trucks the same. Went through it with a old bass boat that has a rotten transom, its worthless yet they want to tell us its worth 6k, don't want to alter the value below x% with out an "official appraisal" from a "boat guy".... lady the trailer ain't safe to pull down the road, how am I going to take it somewhere to get it appraised?!?!

The process is a nightmare, the parking lot is always slam full, their email wont accept more than one pic at a time with a file size limit, they want multiple pics of whatever your disputing, you work on THEIR time of course. You MIGHT get someone on the phone when you call. They don't know jack shit about anything related to automotive or boats yet talk to you like your an idiot. They forward your information to a "committee" that only meets once a month or so, your at the mercy of what THEY determine your item is valued. Yet, they will never purchase said items for what they claim they are worth or even half of THEIR estimated values, crazy huh?

Crooks, every damn one of them.

This all got started heavy 8-10 years ago here when NADA started up the "classic car" value books along with water craft and the like. Once your old beat up truck reaches "classic" status, hold on to your ass, they are going to try to do you hard as they can. Doesn't matter that you've owned it 20 years and paid taxes the whole time, you now get to pay even more. Last year they blamed the property values going up 3-4x on covid and "everything going on in the market."

I firmly believe they make the process as painful as possible because they know most people won't put the time and effort out to fight an extra $50-100 bill, and they are right. Most people snarl under their breath and send the check in because its "not worth the fight." I'll fight them tooth and nail over $10 on principle alone.

I'm a need blood pressure meds if I keep on.

They are both worth a couple thousand dollars a piece. My grandfather gave me the truck when I was 15 and I bought the Impala from his estate, so I would like to keep both.

@hp468 Can you title them in an LLC in Montana like people do with very expensive cars?

Idk anything about that but just the sound of it sounds like that’s walking a tight line on tax fraud.

None of my stuff is nice, I own what amounts to hunting trucks and yard ornaments.
 
I appealed mine in Johnston County a couple of years ago. They did something similar to my 84 Nissan Hardbody Farm Truck. Something insane like 5k valuation. That truck has hit or been hit by just about everything on the farm. I called took pics and sent in and they wrote it off. No more tax or something like a buck.. just fee for the tag. Our tax rate is low to begin with but still the valuations went haywire one year.
You should get somewhere with an appeal.

The government should not be able to establish a value unless they are willing to purchase the personal property from you at the value they established.

I pulled that card in CA on a county tax guy. I told him I’d have the boat in his lot by 5 pm and he could hand me a check for the value. He was totally baffled, i had fun with that one. Got the value reduced to an almost fair amount. F’ing leeches.

That’s what I wondered. When I turned the tag in on my Jeep and just trailered it everywhere from then on, I never got another tax bill (10+ years).

Most counties have a minimum amount for a bill. Alamance won't send a bill for less than $5. At the current tax rate here, that is about 7-800 in value.

Not sure about the team but definitely some county employees. The idea that they can arbitrarily demand that you just owe them $X is absurd.

The state doesn’t like it, and might try to threaten you over it, but it is legal.

but is lawn art still a vehicle? The truck in particular is a very long way from meeting the common definition of a “vehicle.” Maybe once a vehicle always a vehicle, I don’t know.
 
I figure with everything being digital now that if you don't list stuff, it will come back and bite you with penalties.

I agree, why are some things taxed and others are not.
 
Our assessor is right beside the desk to pay in person. Back when I kept hoopties around I’d just tell them they were hoopties and they’d lower it in the spot.

Are the people that decide these things exempt from personal property taxes, or is it possible they hook themselves up?

I mean, am I so naive to think these taxes affect everyone?

Or if you are the titled owner, you could junk the titles so they are arguably no longer taxable as motor vehicles. Just be aware that if you do junk the title, the only person that can ever go back and "unjunk" the title is the owner that originally junked it in the first place (i.e. you). So if you were to junk the titles, then die unexpectedly, your heirs or any subsequent purchasers cannot legally reinstate the titles to the vehicles later.

Pretty sure you have to have insurance before you can get a tag. That would cost more than what they want to charge for the tax.

No. But given the age and condition of the vehicle, it might not up your premium to add it to your existing policy.

I get one of those too. I just round file it. I am not offering up more of my income just because the county thinks it deserves it. They even want to know how many dogs I have.

I have two unregistered vehicles, one unregistered trailer that never leaves the property, and one trailer with permanent tags registered in AZ. I pay no tax on any of them If they want to tax them they'll have to find them. I'm not volunteering anything.
 
My property(house) taxes on my rentals doubled last year. I ended up having to get appraisals for both before they would fix it.

I have a bass boat and trailer. I refused to pay taxes on the boat for a couple years and they quit sending anything.

Just got one in the mail for my new trailer. I paid a butt load of taxes when I bought it. I will refuse this one also. It has been used maybe 2 or 3 times this year.

When they start taxing bicycles used on the road then I’ll think about paying on the boat and trailer.

Cabarrus is bad and you know it.

My F-I-L bought a 2007 Corvette for $27k about 3 yrs ago. At that time, it had a tax value of ~$24k. Steadily rising in the county's assumed tax value, it hit ~$34k tax value in 2022. Pretty sure once I get the renewal for it later this year, it will have gone up again.

Do they make you pay taxes on non running vehicles that don’t have a tag? That’s insane if so.

I’d be darn if I’d pay taxes on anything that I was not using.
 
I lived in Guilford county.
They increased my tax valuation from $75k to $375k! That’s a 400% increase.
They also sent a letter saying if I had a recent valuation or appraisal that was from a legitimate company they would honor it.
I had just refinanced and the appraisal was for $320k.
I sent this in they ignored it.
I formally appealed, they ignored it.
A guy came into the store I was working and mentioned he was a councilman. I told him my story he said he would personally take care of it.
He got back to me 48 hours later saying there was nothing he could do.

We had a deal, and legal policy in writing.
Guilford county decided they could violate the law without penalty.

That’s why I moved from that wretched godforsaken hive of scum and villainy.

Texas is better.
