This looks like it takes a shotgun primer but I have no idea what it is.
Thoughts?

Apparently that's pretty close. I've never seen a brass 10 gauge shell before.

Some sailboat races are started with a small cannon shot involving only a primer. Could be the cannon minus the carriage.
 
Remington makes an 8 ga brass shell that's used in commercial cement manufacturing to blast klinker off the walls of kilns and driers that looks similar to that.
