You asked a specific question, “how does one delete their account?” If it isn’t already obvious, a user is unable to delete their own account. You then ask “why can’t one just delete their account?” and I don’t know the details but a user can’t. You have not yet asked to have your account deleted.

Anyway, I’m always curious why someone would want their account deleted. How is it different than just never coming back and pretending like the place doesn’t exist?

Well not really. We did this in the beginning. But we found out that it does a great deal of harm to the site.

It basically acts like a virus to delete all their posts etc.

One can delete their own posts and then ask to be banned.
 
I'm pretty sure I have a yahoo and maybe even an aol email address I just stopped using 20 years ago or so. Is this that much different?
