Found an interesting shell at the range

Was shooting at the range the other day and found a piece of brass that I can't identify. 1.5 inches in length, about 30 caliber, and the case head is semi-rimmed.
Any ideas?

Apparently top number is the plant, so in this case Tula, bottom number is year of manufacture.

Municion.org says that this factory has functioned from 1941 to 1989, but here is a 1940 headstamp. So what was the first year of production?
