A possibility...You could buy some strips of Velcro (“male” side with sticky backing), put the magnets on the Velcro and stick the Velcro to the door fabric. Hang your mags...no drilling needed.

@Jeppo I got my magazine storage issue straightened out.
The magnetic strip/velcro backer turned out to be too heavy and was pulling the fuzzy stuff down/away from the fire protection.
So, say hello to my $11 solution lol. $6 for the shoe organizer from the dollar store and $5 for a pack of the mini bungees from WalMart.
I can fit 5-7 mags in each pouch, depending mostly on baseplate size. Had to readjust a time or two to get the shelf edges to fall between the pouches or the door wouldnt close. The top row still isn't right, but if I only put four in those pouches, it works fine.
There's 70 mags in there and I've still got a few slots for other small stuff. It's not perfect, but it seems like it's gonna work.

I was looking at safes the other day and thought about your challenge. I have no experience because I use an old toaster oven as a safe.
I noticed the fire resistant stuff (drywall, I assume) is screwed onto the door. In your case, the screws seem to be covered with plugs. If you sewed a piece of canvas to the top of the shoe holder (canvas to be more or less the width of the shoe holder and VERY long), you might be able to loosen the drywall and flop the canvas down between the drywall and the door. If that works, you'd be able to eliminate the bungee cords.
Man when Mrs Draco finds that you are screwed! You are going to open your safe one day and find mags on the floor and shoes in the door.
