Harnett County Stops CHP Processing Thru At Least 11/23

No, unfortunately this is not a repeat of a headline from March. On Tuesday, the sheriff’s office in Harnett County, North Carolina announced a complete shutdown of the processing of concealed carry applications for the next two weeks because of COVID-19 concerns.

In the spring, as the coronavirus pandemic’s first wave was sweeping across the country, many cities and counties suspended processing license applications. That, along with a surge in demand, has led to months-long delays in many places, and the problem is going to get exponentially worse if other agencies begin shutting down their licensing departments again.

Sheriff Wayne Coats said the move comes under the advice of the Harnett County Health Director Josh Rouse.
All fingerprinting services, including concealed carry applications and employment fingerprints, are suspended until Nov. 23, Coats said.

Citizens will once again be assisted at the sheriff’s office door and not allowed inside.

“We are making every attempt to contact those who have appointments until November 23rd to advise them of the cancellations,” Coats said. “This is an unfortunate situation, but please bear with us as we attempt to provide services to the citizens of Harnett County while maintaining a safe and healthy work environment.”

This is the first report of a sheriff’s office completely curtailing applications that I’ve seen in recent months, but it could be a preview of things to come. We’re already seeing several European nations reenter lockdown, and governors like California’s Gavin Newsom are talking about re-imposing restrictions on businesses and individuals in counties where COVID cases are rising.

Don’t be surprised if we see more sheriffs and local police chiefs follow Harnett County’s lead in the coming weeks. Thankfully, there are already several lawsuits underway in multiple states challenging the lengthy delays in concealed carry or gun licensing applications that we’ve seen in places like Philadelphia; Wake County, North Carolina; and Cambridge, Massachusetts.


Gotta wonder how far it will go ...

And here I was trying to figure out how to move south a few miles into Harnett. Guess where I am appears to be as good as it gets for now.
 
I've been waiting over 4 months for my appointment in cumberland. If I get cancelled in the last couple weeks i'm going to be furious and kick some dirt and say a couple curse words and do ABSOLUTELY NOTHING ABOUT IT BECAUSE THE SHERIFFS DO WHATEVER THEY WANT REGARDLESS OF WHAT THE LAWS SAY.

Harnett’s previous Sheriff was great to deal with. I got my 1st permit through them, NC’s system had my address in another county (they’ve done this every time one of my son’s moved out), and they still had my permit to me in 5 days.

Spoke to him Yesterday, good man.

This surprises me about Sheriff Coats. I would not have even guessed he would shut it down. Hmmm...
 
I just looked at the covid-19 data from HCDOH where they report outbreak and clusters. It listed an outbreak in a correctional facility in their Nov 6 report. Do not know if it is the jail or prison. If it is the jail that may be the reason. Do not have any confirmation but it mentioned until the fingerprint services are suspended until Nov 23, which is approx. two weeks since the Nov 6 report. Circumstantially, that suggests that the outbreak was at the jail where the fingerprint location is located.
 
I don’t understand why they can’t go to an online format (we did it for our marriage license) like any other process in 2020. We’re not in the dark ages anymore. Video call, fingerprints via some digital method, it’s not that hard.
 
They are always real complainy about doing fingerprints anytime I have gone there. I just roll my own for NFA stuff now.
 
I'm in Harnett. I wish I had never let my CCP expire many years back! I finished my class back in early August and signed up to get my work done at the Sheriff's office...earliest date, today, 11/11. Thankfully I got an email stating they were opening up more spots and I signed up. Got my work done 3 weeks ago today. The deputy doing the work said they were pushing over 50+ a day. He was taken off his regular job just to do fingerprints. IMO, they were trying hard to catch up. I certainly don't think this is the same as Wake county and their outright trying to deny you of your rights. Hopefully they're gearing up to push more through soon enough. However, I'm glad I was able to get in that new batch of appointments they opened up!!!! Now... just to get the damn card. 4-6 weeks, so I'm assuming I'm halfway there. (Praying no other hold ups.)

I knew Larry Rawlins, good man.
I know Wayne Coats only by the words of his deputies. They support him overwhelmingly. I know both the deputies working the ccw progrwm, both are good guys. I strongly suggest this was not their desire, but was out of their control. I'll suggest a little grace in this area, at least for two weeks.
Besides, we're in the "midst of the largest covid outbreak since March"...
 
Larry is a good man and one who is glad he is retired.I am thankful mine is good for a few years before I have to renew again.I know we all want to maintain good standing in the letter of law but it is just a piece of paper.

I've known Larry for a LONG time. I agree he's a good man. I made a point of knowing Wayne, my impression of him is also a good man. I suspect this is out of his control. I'll see what I can find out, if anything. The role of Sheriff is definitely more political than law enforcement these days in my opinion.

Agreed, but that has nothing to do with County Sheriffs. I wish it did.
That beef sits squarely with state legislature.

The issue as I see it is for those don’t get to submit their renewal within the 90 day window as a result. They lose their “privilege“ to carry in addition to the inability to buy. The sheriff may be a ‘good guy” but remember he and his boys are are exempt. Do you think they’re going to extend that “courtesy” to the People? What about sheriff not so good guy? Do you think he’ll understand or care?

Finger printing station in the jail is not used for CCW documentation, though I've been printed there before when the office station was down. This station is in the main office just to the left.
 
Funny how a little virus totally shuts down one’s right to carry, defend one’s self, etc.

One of the best arguments for recognizing constitutional carry and getting rid of purchase permits is mess like this.
